The right answer, badly late
Business owners have complained for years that school leavers arrive without the skills their firms need. The government’s response, announced this week, is genuinely the right one. From 2028, secondary students will be able to study nine new industry-led subjects spanning automotive engineering, building and construction, infrastructure engineering, mechanical engineering, primary industry, health and wellbeing services, outdoor education, tourism and hospitality, and a generative AI component.
The problem is the calendar. The subjects phase in from 2028 for Year 11, 2029 for Year 12 and 2030 for Year 13. The first cohort with a full industry-led qualification won’t enter the workforce until 2031. For a construction firm or engineering workshop trying to hire today, that is five years of waiting.
A structural correction, not a tweak
The subjects sit inside a complete replacement of NCEA. Under the new qualifications framework confirmed in March 2026, Year 11 students begin a Foundational Award in 2028, Year 12 students move to the New Zealand Certificate of Education in 2029, and Year 13 students complete the New Zealand Advanced Certificate of Education in 2030. The Ministry of Education confirmed the subject list in December 2025.
The genuinely significant part is that vocational subjects will, for the first time, have formal curricula and, in theory, equal status with academic ones. The NZ Initiative’s Michael Johnston has argued this could be the first step towards putting industry training on an equal footing with university study. New Zealand has treated trades as the consolation prize for decades. This is an attempt to correct a long-standing market failure, and it deserves credit for that.
Real money behind it
This is not a paper announcement. Budget 2026 committed $2.1 billion to secondary education reform. Within that, $15 million funds the Industry Skills Boards developing the new subjects, $69 million nearly doubles Trades Academy places to 20,000 by 2030, $90 million goes to NZQA to deliver the qualifications reform, and $20 million covers professional development for 32,000 teachers.
The institutional machinery is being built in parallel. Education Minister Erica Stanford has framed the subjects as industry led and tertiary aligned so they meet what is expected in the professional world.
The execution risks are real
Teacher supply is the biggest unresolved problem. The $20 million for professional development helps existing teachers but does nothing for the specialist pipeline. As one Bay of Plenty principal put it, you can introduce a new subject, but if you don’t have a pool of trained teachers to staff it, then it creates a big problem. Finding industry-qualified instructors for automotive or infrastructure engineering is a harder task than upskilling history teachers.
The Industry Skills Boards are also untested bodies. The NZ Initiative notes they will know industry needs but less about secondary schools and students, and will need to consult carefully to build subjects that actually work in a classroom. Johnston’s deeper point is that funding parity matters: until students can enrol in infrastructure engineering as easily as history, industry learning stays on the back foot.
The AI component is the weakest link. Canterbury University’s Associate Professor of Digital Education Kathryn MacCallum has criticised the Year 13 generative AI subject, arguing engagement with AI should start from Year 1. An AI elective for students who graduate in 2030 is not a serious answer to a skills gap employers face right now.
Employers have to show up
The Employers and Manufacturers Association has been broadly supportive but warned that success needs a coordinated approach to employer engagement rather than ad hoc requests from individual schools. It also flagged that members had very little awareness of the predecessor Workforce Development Councils. If employers don’t actively engage with the new boards, the subjects risk being designed without genuine industry input.
That is the message for business owners. The design is right and the money is real. But whether these subjects produce work-ready graduates in 2031 depends on teacher supply, funding parity, and employers turning up to the table now. None of it fills a vacancy in 2026.
