The Senate failed yet again on Monday to pass a House-backed bill designed to keep the U.S. government funded temporarily, pushing the shutdown into its sixth consecutive day. Despite Republicans holding majorities in both chambers, the split along party lines remains entrenched, preventing any breakthrough.

The legislation sought to fund the government until November 21 but was rejected in a 52-42 vote, reflecting persistent partisan divisions. This was the Senate’s fifth unsuccessful attempt since October 1 to end the shutdown, which is the 21st such federal funding lapse in recent history.

Senate Democrats also offered a competing plan, which was similarly dismissed, deepening the stalemate. Republicans need at least eight Democratic votes to meet the 60-vote threshold, yet only three Democratic senators—John Fetterman, Catherine Cortez Masto, and Independent Angus King—have supported the House measure. Republican Senator Rand Paul broke ranks by opposing it alongside Democrats.

The Trump administration has issued stark warnings about mass layoffs if funding is not restored soon. Kevin Hassett, national economic council director, said President Trump might “start taking sharp measures” if the Senate does not pass the bill, blaming Democrats for “any government worker that loses their job” due to job cuts. Unlike previous shutdowns where workers were furloughed, this signals a possibility of outright layoffs.

About two million federal workers have had salaries suspended, with around 750,000 furloughed. Essential personnel like military members and air traffic controllers continue working without pay. Senate Majority Leader John Thune plans another vote on Tuesday, though the outlook for bipartisan agreement remains bleak.

Democrats continue to demand protections for health insurance subsidies and other spending guarantees, complicating efforts for a clean funding resolution. The shutdown’s extension is causing increasing disruption to government operations and uncertainty for millions reliant on federal services.
