Emerging as a promising alternative to mainstream social networks such as X and Threads, Bluesky is undergoing a comprehensive revision of its policies and community standards two years after its launch.
This update is driven not only by increasing global regulatory requirements but also by a desire to cultivate a healthier, more engaging online environment that mirrors the platform’s foundational principles of user empowerment and decentralisation.
Central to Bluesky’s policy overhaul are substantial updates to its Community Guidelines, Terms of Service, Privacy Policy, and Copyright Policy. These changes, which are set to come into effect from mid-October and September 2025 respectively, align with key international legislation, including the United Kingdom’s Online Safety Act, the European Union’s Digital Services Act, and the United States’ TAKE IT DOWN Act. Yet, beyond regulatory compliance, Bluesky views these reforms as vital to improving transparency, safety, and trust for its users.
Since its inception, Bluesky has portrayed itself as a user-focused social network offering extensive control over content moderation through tools like user blocks, moderation lists, and optional content filters. Despite these efforts, feedback and media coverage have highlighted challenges: the community is often seen as overly serious with a dominant tone of negativity and a lack of diversity in viewpoints and humour.
The fresh guidelines aim to nudge users towards more respectful and considerate interactions, addressing these critiques while introducing robust measures against harassment, hate speech, and misinformation.

One notable aspect of the updated policies is Bluesky’s dispute resolution approach. Unlike larger platforms such as Facebook and Instagram—where users frequently complain about bans without clear explanations or recourse—Bluesky introduces an “informal dispute resolution process,” where users can discuss issues directly with the platform before initiating formal appeals.
“We think most disputes can be resolved informally,” Bluesky stated.
In a further break from convention, Bluesky permits some harm-related claims to be resolved in courts instead of restricting users to arbitration, contrasting with the typical preference among tech companies for out-of-court dispute resolution.
The revised Community Guidelines focus on four core principles: Safety First, Respect Others, Be Authentic, and Follow the Rules. These guide decisions regarding content labelling, suspension, bans, and, in some cases, law enforcement involvement.
The rules expressly forbid the promotion of violence, self-harm, or abuse, including sexualisation of minors or non-consensual sharing of private information, while recognising exceptions for journalism, satire, and parody that serve public interest or creative expression.
While some users express concerns about age verification requirements and the delicate balance between inclusivity and censorship, Bluesky’s extensive policy reforms represent a notable evolution in social media governance. These changes will have lasting consequences for user safety, platform accountability, and the preservation of open discourse within the digital sphere.
