The United States moved to end a record-breaking government shutdown as Congress approved a temporary funding measure, allowing a return to normal operations the next day. The package funds government activities through the end of January, with the House approving it 222 to 209.

In the Oval Office, President Donald Trump framed the measure as essential to restore services and livelihoods. “Democrats attempted to extort our country,” he said, noting the 43-day crisis. The deal seeks to avert further disruption while leaving room for longer-term budget talks.

The agreement includes a review in December of extending enhanced Affordable Care Act subsidies, which help many Americans afford insurance. Without them, premiums could rise sharply.

House Speaker Mike Johnson urged support for the bill, while a small number of Republicans opposed it. Several Democrats raised concerns about costs and policy trade-offs.

The shutdown had caused widespread disruption, including furloughs and delays in services, with transportation and aviation sectors affected as staffing and safety checks stabilise.

The package also reverses layoffs and pays federal workers as if operations had continued. Payment timing will vary by agency but will follow a phased approach.

The plan funds nutrition programmes aiding millions, though debates about their permanence continued. The Supreme Court had paused a prior order guaranteeing full benefits while Congress acted.

Analysts say a quick resolution was vital to maintain healthcare access while allowing budget reforms to proceed. The deal may set a precedent for bipartisan budgeting to prevent future shutdowns.
