Trump revives 2016 Russia dispute

A widely shared social media post claims a White House statement has confirmed Barack Obama attempted a coup against Donald Trump. The post refers to a real sequence of events. What those events establish is disputed, and a criminal investigation arising from them is still running a year later.

On 18 July 2025, Director of National Intelligence Tulsi Gabbard released a memo, a timeline and 114 pages of declassified intelligence documents, describing them as evidence of an Obama administration conspiracy. Five days later she set out the allegations at a White House press briefing hosted by Press Secretary Karoline Leavitt. Asked whether she believed Obama was guilty of treason, Gabbard said she would leave charges to the Justice Department, but described what occurred as a years long coup and a treasonous conspiracy against the American people. She referred the material to the department.

Her case rests on what she describes as a reversal. Assessments produced in 2016, she says, found that Russia was not trying to influence the election by cyber means. The January 2017 Intelligence Community Assessment then concluded that Russia had run an influence campaign, which she argues was a politically driven change of position. Supporters of the releases say the volume of newly public material raises fair questions about how that assessment was built.

Reviewers who have worked through the documents dispute that any reversal occurred, arguing the two assessments answered different questions. The 2016 work dealt with election infrastructure, meaning voting machines and vote counting, and found that no cyberattack altered the outcome. That finding has not been overturned, and no evidence has emerged that any vote was changed. The 2017 assessment addressed a separate question, concluding that Vladimir Putin ordered an influence campaign run through social media operations and hacked Democratic National Committee material. Obama requested that broader review on 9 December 2016, after the infrastructure question had already been answered.

FactCheck.org concluded on 23 July 2025 that the coup claim relied on a contradiction not present in the documents. A Senate Intelligence Committee report from April 2020, produced under a Republican chair, found that the 2017 assessment presented a coherent and well constructed intelligence basis for the interference finding. Obama’s office called the allegations outrageous and bizarre in a statement on 22 July 2025.

The referral did not end there. On 4 August 2025, Attorney General Pam Bondi directed a federal prosecutor to take the matter to a grand jury, and that investigation remains open. Former officials including James Comey, John Brennan and James Clapper have been subpoenaed. No charges have been made public, and a grand jury investigation can precede an indictment rather than establish guilt.

For readers outside the United States, the distance between the two halves of the claim is the point. The briefing, the declassification and the referral are a matter of record. Whether they amount to a coup is contested and unresolved. Posts of this kind tend to present the two as a single established fact.
