A new digital platform targeting multi-party safety accountability in agriculture has launched across New Zealand and Australia. Onside, an agri-tech firm developed the tool in partnership with meat exporter ANZCO Foods.

PCBU Enterprise debuted on 3 July 2025, introducing real-time, cross-party safety coordination for agricultural supply chains and it is described by its creators as a sector breakthrough.

Solving Cross-Property Risk Gaps in Agricultural Safety

Traditional safety systems have failed to match the complexity of modern agricultural work, which often extends across property and organisational lines. Contractors, suppliers, and enterprises have long faced ambiguity over who is responsible for what. “Risk doesn’t follow fence lines – it follows the supply chain,” said Onside CEO Ryan Higgs.

PCBU Enterprise integrates with Onside’s mobile app, currently used on over 21,000 rural properties, and allows users to “collaboratively manage shared risk and map joint responsibility areas with their suppliers and contractors.”

Shared Safety Through Integrated Digital Tools

PCBU Enterprise builds on Onside’s existing tools for digital visitor management, geospatial property mapping, and biosecurity. The new platform introduces features for shared risk, including inter-business safety reporting, compliance functions, and a multi-party risk network.

“PCBU Enterprise is our biggest and most ambitious agri risk and safety product yet,” said Higgs. “It sets a new standard for safety outcomes by ensuring enterprises, contractors, and suppliers share a transparent system that leaves nothing to chance when it comes to safety and shared risks.”

Onside and ANZCO Lead Agricultural Safety Reform

The partnership between Onside and ANZCO began nearly two years ago, driven by a shared commitment to improving safety accountability throughout the agricultural supply chain. ANZCO, one of New Zealand’s largest beef and lamb exporters, was unwilling to wait for regulatory solutions.

“ANZCO took the initiative, deciding it wasn’t good enough to wait for someone else to figure it out,” said Higgs. “The result is we’ve created what we believe is a world-first agri enterprise solution that will improve safety outcomes across the sector.”

The proactive approach directly aligns with WorkSafe’s guiding principles for risk management: Consult, Cooperate, Coordinate.

Industry Bodies Back New Safety Platform Rollout

The platform’s roll-out has already garnered strong support from key industry bodies. The National Livestock and Transport Safety Council (NLT&SC), which advocates for improved safety standards in livestock transport, praised the system’s impact.

Derek Foley, President of NLT&SC, said, “The implementation of PCBU Enterprise by ANZCO and Onside is a giant step forward for our drivers’ on-site safety. NLT&SC members have appreciated the ability to be involved with the development and roll-out process.”

Launch Timing Responds to Rising Safety Pressures

The launch arrives as the agricultural industry faces mounting pressure over health and safety compliance. “Recent high-profile safety incidents, including significant fines against senior executives for PCBUs breaching worker safety and health legislation,” noted Higgs.

PCBU Enterprise is now available for agribusinesses across New Zealand and Australia, with the developers encouraging wider adoption. Onside sees the launch not just as a product rollout, but a signal that private-sector leadership can drive real change.

“We’re making WorkSafe’s ‘3 C’s’ applicable across multiple PCBUs,”
said Higgs. “This clarity ensures everyone knows who’s managing risk, creating a safer and more efficient supply chain.”
